Ecology BAP review and UW response

As part of considering a request by Spokane River Stewardship Partners to fund a Phase II bioavailable phosphorus (BAP) study, Ecology conducted a review of the Phase I study. The lens by which Ecology conducted this review and funding decision was based on whether supporting additional research “… can justify modified permit limits for total phosphorus in a reasonably short time frame (second or third permit cycle).”

Attached is the memo Ecology sent indicating “… Ecology has decided not to fund the Phase II BAP proposal.” Also attached is Ecology’s BAP Phase I study review.

Dr. Brett with the University of Washington prepared an extensive response to the Ecology memo and review. Dr. Brett voices a number of  disappointments and concerns. As stated by Dr. Brett, “… in my 30 year scientific career I have never been involved in a case where the science has been this hopelessly entangled with policy considerations.”
