Applying for Permit Coverage

In order to receive coverage under the Industrial Stormwater General Permit you must follow these steps:

Permitted existing facilities:

If you have existing coverage under the industrial stormwater general permit (effective date No. 15, 2008) you are automatically covered under this permit unless notified by the DOE.
*Existing facilities are those in operation prior to Jan. 1, 2010

Unpermitted existing facilities:

Submit a complete NOI (Notice of Intent) to the DOE.

Unpermitted new facilities:

Submit a completed Notice of Intent Application (NOI)
The NOI is the permit application, which requests information about your facility. The NOI for new unpermitted facilities must be submitted at least 60 days prior to the start of discharges from your facility.
You are not required to submit a copy of your SWPPP along with your application, but it must be available upon request.

Public Notice:
Unpermitted new facilities must publish two public notices in order to obtain coverage. The complete NOI must be submitted prior to the first public notice. The public notice must be published in a single newspaper of general circulation at least once a week for two consecutive weeks, with seven days between the publications. Permit coverage will start no earlier than after the 30 day public comment period, which begins on the date of the second public notice. Unless notified by the DOE your permit coverage will begin 31 days after the second notice is published.

The public notice must include the following:

  • A statement that the applicant is seeking coverage under the Washington Department of Ecology’s NPDES General Permit for Stormwater Discharges Associated with Industrial Activities.
  • The name, address and location of the facility where the proposed discharge would occur.
  • The name and address of the applicant if different from facility listed above.
  • A description of the type of business, description of areas from which a stormwater discharge will occur including acreage, and when industrial activities will begin
  • A brief description of stormwater management activities that provide source control and treatment
  • Whether application is for a new permit coverage or modification of existing permit coverage
  • Identification of the waters that will receive the stormwater discharge and if a mixing zone is included
  • Whether the facility has any other wastewater discharge permit
  • The statement: “Any person desiring to present their views to the Department of Ecology concerning this application may notify Ecology in writing within 30 days from the last date of publication of this notice. Comments may be submitted to: Washington Dept of Ecology, Water Quality Program-Industrial Stormwater, PO Box 47696, Olympia, WA 98504-7696
