Ginny Darrell Ecology presentation in November, 2010 regarding issuing Spokane River NPDES permits. Permits implement the TMDL requirements for point source dichargers by limiting the amount of pollutants and providing a compliance schedule.

This document helps stakeholders interested in developing a water quality trading program under the clean water act and Washington’s water quality standards. Ecology will update based on comments, but maintain as a draft document until a trading program is in place and actively engaged in trading.
