The effects of drought, wildfires, reduced streamflows and climate change provide a public face to the challenges ahead. Behind the scenes, planners are forecasting water consumption increasing 40% by 2040 in Spokane County, and 81% by 2045 in Kootenai County. As a water purveyor put it “The water conservation measures being taken in California, Utah and Arizona to the south are our future.” Tamara Lawless, the Flagstaff, AZ water conservation manager, has a story to tell about her community pulling together to make water conservation a proud symbol of their resilience and embracement of the future. Since 1988, Flagstaff has helped customers reduce their water use by 50%! In 2020, Flagstaff doubled down with a Water Conservation Strategic Plan that modeled the costs and benefits of new investments while also accounting for community and stakeholder support.
